Okay, I've got a theory about why Cameron is stealing and hiding robot parts.
I think it's because Future John is really dead (or on the verge of dying) and she's planning on using the parts to recreate him. Think about it, there were comments made about how Future John doesn't see anyone and no one's seen him, that he's reclusive and such. Future Cameron is the only one with access to the time portal so maybe she jumped back in time to save John, yes, but in a whole different way than we imagined. Maybe Cameron's been running the show, the resistance, all this time.
She can take these parts and reprogram them so that she creates a new John, but to do that, she'll need to know everything she can about John and about Sarah, since knowing Sarah means knowing John, so she can do a good job of reprogramming the chip. That could also explain why she's trying so hard to understand human emotions because she has to find a way to recreate that in Future John.
And maybe she's stolen the Turk too or maybe she has to get it from whoever stole it (maybe Derek? somehow his annoying existence has to be explained), because, get this, the Turk knew how to play chess. John is an avid chess player. Remember the scenes where they were in the jungle and Sarah stopped to watch John playing chess with some soldiers? John was pretty fascinated with the Turk and its capabilities. Maybe the Turk is the basic design for creating cybernetic organisms like Cameron and possibly Future John.
Just a lot of "maybes". I mainly don't want Cameron to be pilfering the parts for evil purposes so I'm trying to figure out a reason for what she's doing that has a bigger purpose. There's got to be a reason and I think making her evil is 1) expected and 2) bad writing. It's what we, the audience, assume is going to happen, but there has to be a twist or it's not a good storyline.
